Well I would hear what he/shes concerned about and what is the problem. Give them possible solutions on what we can do to help, if its not the solution she wants then I can address her to a manager and see how they can further her/him more in a better matter than I am.

(Never answer with negative reasons, even if they are true. However, some companies have financial problems which may preclude you from staying with them. Frame your answer positively by answering why you want to move to the target company instead of why you left or want to leave your most recent job.
