The C2 wizard automatically handles some of the core system configuration steps.  To actually become C2 compliant requires a bit more than that - including not connecting the computer to a network.  (And the C2 rating NT got is actually the LOWEST rating a system can have - below that it's unrated...)

The answer is yes. As a rule of thumb, the more features a server offers, the more likely it is to contain security holes. Simple servers that do little more than make static files available for requests are probably safer than complex servers that offer such features as on-the-fly directory listings, CGI script execution, server-side include processing, and scripted error handling.
