The wattage rating is a measurement of the total power the supply can deliver to the system. Zero Insertion Force (ZIF) sockets were designed that permit the microprocessor to be placed in the socket without force and then be clamped in place. An arm-activated clamping mechanism in the socket shifts to the side, locking the pins in place.
