I firstly give a front kick, followed by a side kick to that fellow. Finally, he falls down on the floor...!!!
Yell: Hey clowns free hot dogs over here. Then lead them into a trap and beat them.
Alternative answer:
I would first try to understand his behaviour. In the meantime, I would try to explain the library rules to him with patience. If he still continue his unruly behaviour, I will request him to go out the the library in an attempt not to interfere with other library users.
