The answer is to this would lie in asking yourself a question, ie. Want you need the photo editor to do?

If you want the most powerful and professional photo editor software, Photoshop is your best choice.

If you just want to edit your digital photo for some special effects, or if you don't have many experience of editing picture, Magic Photo is a good choice.

I'd evaluate it based on the need and the user. Is the user a photographer? A homemaker? What's the use case?

The easiest way is to rotate the whole photo and then crop out the blank edges. You will lose a little bit of the photo but it will look nice.

Yes.Basically, put all the PSDs you want to convert in one folder and create a new folder for the output JPGs, then create a simple action that reads a file from the PSD folder and writes a JPG to the new folder.

You can also perform other actions at the same time, like resizing, autolevels, sharpening, etc.

Its not really meant to format anything to look like a booklet, but what WOULD, would be Adobe Indesign. Indesign is adobe's page layout program. It is highly powerful, creates great results, is fairly intuative to use, and easy to learn.
